What does a DACA renewal do?
A renewal keeps an existing DACA grant and its work authorization in force for another two-year term, so neither the protection nor the right to work lapses.

Renewals continue; first requests do not.
USCIS accepts and processes renewals for people who have held DACA. First-time requests are accepted but not decided while the program is in litigation, so those should be screened for other relief.

The filing window is the whole service.
USCIS asks that renewals be filed several months ahead of the expiration date, and takes about that long to decide them. Filing late risks a gap in the work permit and the protection behind it.

Renewal is for people who have been granted DACA before.
You generally need a prior grant, continuous residence since your most recent approval, no travel abroad without advance parole, and no felony or significant misdemeanor.
An expired grant can often still be renewed, but a long lapse moves the request into the initial category, which is accepted and not decided today. Establishing which one you are in comes first.
